Position Details
Seneca Solutions is seeking a full time Strategic Information
Advisor/Data Analyst to work with our partner to support The
Department of Defense, Defense Health Agency/Department of Defense
(DoD) HIV/AIDS Prevention Program (DHAPP) in San Diego, CA. DHAPP
is a dynamic global HIV/AIDS program working to curb HIV/AIDS in
the militaries of foreign countries. This position will work
directly with our partner.
This individual will be a member of the Strategic Information
Branch and will support the collection, management, analysis, and
use of strategic information data in order to monitor, manage, and
improve DHAPP programs. The incumbent will provide in-person and
virtual technical assistance and capacity development to DHAPP
Headquarters and country-based staff, military partners, and
implementing partners in monitoring and evaluation (M&E),
program quality monitoring, data analytics, and use of health
information systems. The incumbent will provide support to a
portfolio of countries, supporting stakeholders in the effective
use of strategic information for planning and programmatic
decision-making, and developing M&E and other data-related
strategies for HIV/AIDS programs. International and domestic travel
is required for this position.
Duties and Responsibilities
The incumbent will join the Strategic Information (SI) Team and
will function as an SI Advisor/data analyst. Roles and
responsibilities include, but are not limited to:
* Support the collection, management, analysis, and use of
strategic information data to monitor, manage, and improve a
specific portfolio of DHAPP country programs
* Provide in-person and virtual technical assistance and capacity
development to DHAPP Headquarters and country-based staff, military
partners, and implementing partners in monitoring, evaluation,
reporting, program quality, data analytics, and use of health
information systems
* Develop high quality data visualizations in Tableau and
communicate program findings through multiple communication
channels to a large variety of stakeholders from diverse cultural
backgrounds
* Support a portfolio of country programs in routine monitoring and
assessment, and improvement of DHAPP programs and activities
o Support quarterly data collection
o Review submitted data, communicate with DHAPP HQ and
country-based staff, military and implementing partners to clarify
the submissions.
o Review Tableau workbooks populated with quarterly data, produce
documentation of evaluation and interpretation of the reported
results, communicate with DHAPP HQ and country-based staff,
military and implementing partners to use the data to improve
program quality.
* Conduct in-country visits, usually with other DHAPP staff, to
review and support data systems, reporting, planning, and training
of military and implementing partner staff, and conduct, with DHAPP
SI colleagues, data quality assessments
* Support DHAPP stakeholders' program planning and target setting
effectively using strategic information
* Work with foreign military partner programs to:
o support PEPFAR's Strategic Pillars (Click here)
o guide strategic information investments to improve the quality of
delivered program services and reach HIV epidemic control,
o review data requirements and develop strategies for quality
reporting and compliance, and
o identify program inefficiencies as seen through the lens of data
collection and analysis of systems and processes.
* Lead a specific SI technical area e.g., program quality
management, indicator specialist, DHAPP system support. The
specific area will depend on the incumbent's background and
interests
* Manage routine (quarterly) data cleaning, processing, and
publishing data visualizations in Tableau and Tableau Server
* Respond to routine and ad hoc requests for information and data
reports
* Represent DHAPP Strategic Information in PEPFAR interagency
working group(s)and other high-level stakeholder meetings
Desired Qualification Requirements
The ideal candidate will demonstrate the following competencies
(knowledge, skills, abilities and other characteristics):
O Master's degree in a relevant technical field (e.g., public
health, international health, data science, health informatics,
epidemiology, or related field) from an accredited college or
university and a minimum of 3 years of experience in public health
monitoring & evaluation, international health, health science, or
in HIV/STI programs.
O Proficiency with the concepts, principles, techniques, and
practices of program monitoring and/or evaluation, and data quality
assessment.
O Proficiency with data management concepts, principles, and best
practices
O Intermediate to Expert proficiency using data management/data
visualization software packages (i.e., R, Tableau).
O Interest in working with and on behalf of militaries.
O Expert experience using Microsoft Excel.
O Excellent knowledge of Microsoft Office products such as Word,
PowerPoint, and Outlook.
O Ability to make sound decisions by weighing facts, past practice
and theory, and advice from peers and supervisors.
O Ability to work independently for extended periods of time.
O Ability to manage multiple priorities and be flexible in
responding to changing demands and timelines.
O Ability to listen and communicate well both verbally and in
writing.
O Willingness and ability to travel domestically and
internationally.
O Ability to obtain proper security clearances as noted by DHAPP
contract.
O Due to Federal contract regulations, sole US citizenship (no dual
US citizenship) is required.
Additional Desirable Qualifications
Percent of travel required: Up to 25% international; 5%
domestic.
