Job Description:
HELIX WATER DISTRICT is seeking an experienced, progressive,
leader to join the team as an Engineering Manager ($151,260 -
$193,044/ annually effective 7-1-22; Position receives a take home
district vehicle for limited personal use). This management-level
position plans, organizes and actively leads a team of four direct
and seven indirect staff members engaged in field construction and
planning. They perform a leadership role in setting goals and
objectives, strategic direction, coaching and counseling within the
sections. Overview of Responsibilities: Plans, coordinates and
manages the district's construction management program; executes
construction contracts associated with the capital improvement
program. Manages consultants and contracts as required for
planning, engineering, design, construction and related activities.
Administers contracts, mediates problems, interprets plans and
specifications, resolves contractor disputes, negotiates change
orders, evaluates claims associated with construction contracts and
serves as a representative of the district with contractors,
consultants and others. Prepares board reports and conducts
presentations at board meetings as required. Reviews drawings and
specifications for constructability and compliance with district
standards; interprets specifications and district policies and
initiates or reviews change orders; prepares periodic project
status reports; may sign final plans for district engineer. Ideal

Minimum Qualifications: The ideal candidate will have a bachelor's
degree in engineering; and seven years of professional engineering
experience, including engineering experience working on water
utility related projects and/or construction, three years of which
are in an administrative and supervisory capacity. A valid
certificate of registration as a professional engineer issued by
the State of California. A valid State of California State Water
Resources Control Board Water Distribution Operator Certificate,
Grade 3 (D3) within four years. A valid State of California
Qualified Stormwater Practitioner Certificate (QSP), within four
years. Salary and Benefits Summary: The annual salary range for the
Engineering Manager is $151,260 - $193,044 (effective 7-1-22). The
position receives a take home district vehicle with limited
personal use. The district offers a comprehensive employee benefit
plan which includes medical, dental, vision, life insurance,
CalPERS Retirement (2.5% @ 55 for "classic" members and 2% @ 62 for
"PEPRA" members), district matching up to $1,000 per calendar year
for "classic" members and $2,500 per calendar year for PEPRA
members in a 401 a plan, Paid Time Off (PTO) 24 days/year to start,
12 paid holidays and two floating holidays per year, onsite
