General Atomics Electromagnetic Systems (GA-EMS) is a supplier of advanced electromagnetic systems, related power equipment, and other high technology products for government and commercial applications. These include products such as the design and fabrication of linear motors, superconducting and conventional rotating motors, power inverters, high-energy capacitors, radiation monitoring systems, high-voltage direct current power distribution systems, and numerous other products.

We have an exciting opportunity for a Program Manager to join our team located in Rancho Bernardo, CA. This position reports to the GA-EMS Program Director for Launch & Recovery and is responsible for planning and managing design change impacts to the Electromagnetic Aircraft Launch System (EMALS) and Advanced Arresting Gear (AAG). Responsibilities include the direct management and oversight of the entire design change management process from the development of comprehensive Engineering Change Proposals (ECPs) through the cognizant boards (technical and change control), proposal development, design and test execution, and implementation into production, spares/repairs, and fielded systems. Assignments could involve the technical design and test/demonstration phases of a program, or the manufacture and support of system components.

DUTIES AND RESPONSIBILITIES:

  • Manage all phases of ECPs from Request for Proposal (RFP) through completion, including acquisition, planning, and managing technical performance to ensure quality, business, and financial objectives are attained.
  • Develop an understanding of schedule priorities, to include ship availability and production schedules, to ensure solutions meet required deadlines.
  • Provide management oversite to control conformance with existing change process and schedule commitments, and submit all requisite documentation such as cost and schedule reports, presentations, contract data deliverables, etc., and deliver any system hardware.
  • Participate in customer-led Configuration Review Boards.
    • Interact with project managers, technical leads, contracts, and proposal personnel to ensure GA-EMS responses to Requests for Proposals (RFPs) are accurate, complete, and on time. Coordinate with Contracts and Finance the financial terms and conditions of the contract(s) including fee, incentive fee, etc. to ensure Program Management Office goals are met.
    • Identify program issues and develop courses of action with the team (e.g., re-allocation of resources or modifying the contract).
    • Report periodic progress to the customer and GA-EMS management using both in-place and specifically tailored metrics including program cost and schedule performance, subcontractor performance, impact on production hardware deliveries, and corrective actions required.
      • Ensure technical leadership and excellence is maintained by participating in the planning, attraction, selection, retention, and development of the required management, professional, and technical talent as required.
      • Act as the primary customer contact for EMALS and AAG change activities and lead Program Management Reviews with the customer to discuss cost, schedule, and technical risks and performance of all awarded and to-be awarded ECPs.
      • Review and approve contractual communications with the customer and subcontractors as required.
      • Participate with technical staff and/or Division/Group executive management to develop and implement current, annual, and long-term technical, schedule, quality, business, and financial objectives for the program(s). May also contribute to the development of Group/Company objectives.
      • Implement annual and long-term technical, schedule, quality, business, and financial objectives for the program(s)/project(s) and participate in reviews of progress towards these goals.
      • Contribute to the development of new business opportunities and expansion of existing business opportunities. May participate with Group management in pursuing business partnerships, alliances, and joint ventures that enhance the capabilities of the Group/Company and may result in new products, programs and business opportunities.
      • Manage the development of and ensure the security of proprietary technology, and maintain the strict confidentiality of sensitive information.

        Job Qualifications:
        • Typically requires a Bachelors, Masters or PhD in engineering, science or a related technical field as well as eleven or more years of progressively complex program administration experience with at least five of those years managing programs. May substitute equivalent experience in lieu of education.
        • Demonstrates technical expertise and application of program management principles, concepts, and practice as well as program management and leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.
        • Must be able to apply lifecycle management principles when assessing each change request and be able to communicate impacts both verbally and in presentations to customer-led change boards.
        • Must be proficient at managing multiple projects concurrently, each potentially in a different phase.
        • Hands-on experience with Earned Value Management System requirements and metrics is required.
        • Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
        • Customer focused, must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.
        • Must be able to obtain and maintain a US Security clearance.
        • Experience with Department of Defense contracts is highly desirable.
        • Experience with US Navy shipbuilding or with the manufacture/sustainment of complex commercial systems is beneficial.
