Specifications are not intended to reflect all duties performed within the job.To plan, direct, manage and oversee the functions, programs, and operations of the Finance Department including the operation of the Accounting, Sewer Billing, Receivables, and Purchasing divisions to assure the integrity and accuracy of the City's financial system; produce timely and accurate financial statements and budget reports; coordinates assigned activities with other departments, outside agencies and the citizens of La Mesa; and provide highly responsible and complex administrative support to the City Manager.Key Responsibilities:The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Assume Management responsibility for the Finance Department including general accounting, budget preparation, financial forecasting, payroll, purchasing, revenue collections, vendor payments, business and dog licensing, sewer billing, financial reporting, cash management, and property inventory; provide responsible staff assistance to the City Treasurer.
  • Manage and participate in the development and implementation of goals, objectives, policies and priorities for financial related functions; recommend and administer policies and procedures.
  • Establish, within City policy, appropriate service and staffing levels for Finance Department functions; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
  • Assess and monitor workload, administrative and support systems, and internal reporting relationships for Finance Department functions; identify opportunities for improvement; direct and implement changes.
  • Plan, direct, and coordinate, through management level staff, the work plan for departmental functions; assign projects and programmatic areas of responsibility; provide direction and supervision on key projects; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
  • Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Plan and direct the development and administration of the City's annual operating and capital improvement budget.
  • Forecast City revenues, expenditures and year-end balances; implement adjustments.
  • Plan, direct, coordinate, and review the work plan for the Finance Department's staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
  • Direct the design, implementation, and control of the automated financial system.
  • Review, evaluate and recommend improvements to the City's administrative and financial internal control systems and procedures to safeguard City assets and ensure audit compliance. Prepare and present financial and administrative reports and resolutions to the City Council as well as Council committees.
  • Invest and maintain records of City funds and municipal bonds.
  • Monitor the cash requirements for all City checking accounts and authorize transfer of funds between City accounts and Local Agency Investment Fund as required.
  • Direct the preparation of financial reports as required by law; prepare various financial reports and analyses requested by the City Manager and City Council.
  • Serve as the liaison for the Finance Department with other departments and outside agencies; negotiate and resolve sensitive and controversial issues.
  • Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence; provide support and assistance to City departments relating to City financial matters.
  • Provide responsible staff assistance to the City Manager; conduct a variety of financial studies; recommend modifications to accounting and finance programs, policies, and procedures as appropriate.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of accounting and finance.
  • Participate in meetings before citizens, elected officials, committees and boards and respond to and resolve difficult and sensitive citizen inquiries and complaints regarding financial and administrative matters of the City.
  • Perform related duties as required.Minimum Qualifications:Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:Education/Training:A Bachelor's degree, or equivalent, from an accredited college or university with major course work in accounting, finance, business administration or a related field. A Master's degree in Public Administration, Business Administration or related field of study is desirable.Experience:At least seven years of increasingly responsible finance and accounting experience including at least three years of management and administrative responsibility.License or Certificate:Possession of a valid Class "C" California driver's license.CPA is desirable.Examination Process:Interested applicants must submit an online application, cover letter, resume and a list of five (5) work-related references. The medical evaluation may include an alcohol/drug screen.
