Job Description:
Position Description: Join our team as a Contract Specialist and
play a key role in supporting federal acquisition activities for
critical infrastructure projects with a public safety agency. This
position is located in San Diego, CA. Your future duties and
responsibilities: Assist in preparing acquisition documentation
(e.g., Statements of Work, Independent Government Cost Estimates,
Market Research reports). Support solicitation development by
drafting sections of Requests for Proposals (RFPs) and Requests for
Quotes (RFQs) under guidance. Conduct market research and vendor
analysis to identify potential sources and pricing trends. Review
contractor proposals for compliance with solicitation requirements
and assist in preparing evaluation documentation. Maintain contract
files and ensure documentation meets federal acquisition
regulations (FAR) and agency-specific requirements. Track contract
deliverables, timelines, and performance metrics; prepare status
reports for the Contracting Officer. Coordinate with technical
teams and stakeholders to clarify requirements and resolve
administrative issues. Assist with modifications, closeouts, and
other post-award activities as directed. Ensure compliance with
procurement integrity and ethical standards. Required
qualifications to be successful in this role: Education: Bachelor's
degree in Business Administration, Finance, Supply Chain
Management, Public Administration, or related field. Experience:
Minimum 2–3 years of experience in federal contracting or
acquisition support. Knowledge: Familiarity with Federal
Acquisition Regulation (FAR) and procurement processes. Skills:
Strong attention to detail and organizational skills. Proficiency
in Microsoft Office Suite (Word, Excel, PowerPoint). Ability to
analyze data and prepare reports. Clearance: Ability to obtain and
maintain a Public Trust and/or Secret clearance. Desired
qualifications/non-essential skills required: Certifications: FAC-C
Level I or II (Federal Acquisition Certification in Contracting) –
preferred. DAWIA Level I or II (Defense Acquisition Workforce
Improvement Act) – preferred. Certified Federal Contracts Manager
(CFCM) – highly desirable. Experience: Prior experience supporting
civil works or environmental projects. Familiarity with contract
writing systems (Momentum Acquisitions) Skills: Strong
communication and stakeholder engagement abilities. Knowledge of
cost/price analysis techniques. Ability to work in a fast-paced,
compliance-driven environment. CGI is required by law in some
jurisdictions to include a reasonable estimate of the compensation
range for this role. The determination of this range includes
various factors not limited to skill set, level, experience,
relevant training, and licensure and certifications. To support the
ability to reward for merit-based performance, CGI typically does
not hire individuals at or near the top of the range for their
role. Compensation decisions are dependent on the facts and
circumstances of each case. A reasonable estimate of the current
range for this role in the U.S. is $51,600.00 - $121,100.00. CGI
