National Facilities Services (NFS) manages the design, construction and maintenance of a significant portfolio of large- and small-scale projects/buildings. The Financial Consultant is responsible for all elements of financial controls for these projects associated with a Project Team located in San Diego County.

The Financial Consultant is responsible to coordinate with the members of each project team on the financial lifecycle of the projects including capital planning, project setup, monthly project forecasting and risk analysis, project reporting, process improvement and coordination of capitalization criteria. Develops and implements project financial standards and procedures. Analyzes and reports project cost variances; maintains and reports project cost forecast in accordance with work breakdown structure and provides progress reports. Provides project cost forecast input to Service Area capital planning process.

Essential Functions:

--- Provides project, service line or product line management, management consulting, and analytical decision support services or technical expertise for a broad array of financial and operational issues.

--- Responsible for more complex multi-faceted projects and analyses across disciplines and functional areas.

--- Assists in developing performance monitoring process and coordinating compilation, interpretation and presentation of monitoring information.

--- Participates in the planning and development of regional, departmental and/or functional budgets.

--- May be responsible for budget system completion, high level reviews and conducting area wide analyses for target development.

--- Conducts or participates in complex projects where analysis requires an in-depth evaluation of factors.

Basic Qualifications:

Experience

--- Minimum eight (8) years of financial analysis or related experience.

Education

--- Bachelor's degree in finance related field, OR four (4) years of experience in a directly related field.

--- High School Diploma or General Education Development (GED) required.

License, Certification, Registration

--- N/A

Additional Requirements:

--- Regularly contributes to the development of new financial analysis concepts, techniques, and standards.

--- Considered expert in field within KP.

--- Frequently contributes to the development of new financial analysis theories and methods.

--- Expert proficiency in PC based word processing and spreadsheet applications, including advanced functions such as graphics, pivot tables, macros and database management.

--- Thorough knowledge of financial analysis policies, practices and systems.

--- Extensive knowledge of several or all of the following: general finance theories and methodologies, discounted cash flow analysis, cost/benefit analysis, feasibility studies, large scale business planning, financial modeling and project management.

--- Must be able to work in a Labor/Management Partnership environment.

Preferred Qualifications:

--- Experience with Financial management of complex portfolio of projects, including cash flow projections and risk assessment, evaluation of design and construction contract terms for significant projects.

--- Ability to Influence the development and execution of functional NFS processes, policies and long-term goals

--- Experience participating in development of methods, techniques and evaluation criteria for projects, programs, and systems.

--- Experience with oversight development and implementation of requirements for cost recording, reporting, and analyzing standards, programs, and reports, and performance monitoring and control functions on major projects.

--- Experience reviewing recommendations for measurement systems, cost trend data and schedule impacts, and progress reports for presentation to Project Manager or Senior Management.

--- Experience with presenting ongoing executive summary and detail analyses to management for use in status updates and leadership decisions related to cost/ benefit decision making, strategic cost impact, and balancing of adjustments in project direction/resource concentration.
